Inserting a course in Sub LearnCenter

Summary

Cannot find the course to insert in the Sub though it exists in Production

Need to insert several courses into a Sub LearnCenter, but cannot find them. 

Navigation: Sub LearnCenter -> Control Panel -> Courses -> Insert Existing Course finds the 2015 version of the course, but I need the 2017 version.

In the screenshot at the bottom is what is in Production, via Control Panel -> Course -> Courses.

The 2017 version has a Status of "New"; the 2015 has a Status of "Open".

Other courses that I cannot find also have a Status of "New" in Production.

I do not know the significance of the two different Statuses.  I cannot find anything in the online help that addresses this issue.  Do not know it the Status is the source of the issue or just a symptom of the issue.
