Actions in My Team

Remove Learning Plans under the top Actions menu of My Team but not the lower Actions menu.

How can I remove the Learning Plans option under the top Actions menu of My Team but not the lower Actions menu. In the Supervisor Roles = Supervisors, I gave only the permission to map users to LPs (not view LPs). Now they can map using the lower Actions menu.  The top Action menu for LPs is not needed so I'd rather it not be visible. Is this possible? This permissions seems to add it to both places.
