Course "sign-off" by a trainer or mentor

Looking for BKM for a trainer/mentor/certifier to sign-off a course and not have it auto-complete because learner looked at content.

Learn Cloud:  Is there a way to assign a course (or something) to a learner that requires a instructor/trainer/mentor or admin does the final sign-off to give completion.  I can assign a course through a learning plan but for certification purposes, want another person to be able to sign the course as complete.  ILT sorta does that but I can't map it to a recurring learning plan or have it expire ... my certifications are only valid for a prescribed time period.
