I had an HRIS leader that I work with share that they felt that by having the google analytics js in our header that we have been sharing deep usage information with google - down to a user level.

I essentially told the person that google couldn't identify the person because a person's session changes with every login and it is a session identifier (that even expires) in the url not a personal identifier. The url that can be collected and analyze can share that the session
