Can we send work relationship data for the same employee in two file and load in HDL loader?

Need to load work relationship data for a same employee from 2 data sources

Hi, We are migrating data from PSFT to FUSION cloud. In PSFT we have TWo data source like one from EUROPE and one from US. Now are extracting data from both source and uploading into fusion. For employees whom exists in both instances like person goes assignments from USA to Europe. We need to send work relationship data from both instance for the same person. We can not merge and send the data to fusion since we are having Europe data restrictions. Please suggest a way to load the data for this scenario. We have both person data and assignment data
