Local Taxes Setup for employees

Hello everyone,
We are moving from PeopleSoft 9.1 to Oracle HCM Fusion R12 in 2018.
I am having a hard time in understanding how Local taxes are setup for employees in Oracle HCM.
My Integrator tells me it has to be a manual day 1 activity for our New Hires in HCM.
For existing employees they don't seem to have enough pointers on the PA taxes and its complexity.
a) Where is this setup in Oracle HCM for an employee?
b) Any pointers on how the resident, PA Act 32 Local code and work local tax codes for an employee working in PA can be setup?
