Timecards not saved is submmitted prior to saving in Time and Labor R12

In R12 we are seeing that time needs to be saved prior to submission

Is anyone else experiencing an issue in R12 Time and Labor where when time is entered on a time card and is submitted without saving, that time is dropped from the time card and not paid.  In R11 when time is submitted it is saved on the time card.  If you are experiencing this how are you going to handle until this is fixed (I have opened a SR on thins).
