Prior content, courses are not visible to Learn Admin and employees

Content

Issue: Admin is not able to search, access courses and content from Learning Catalog. 

Copied Learn Specialist seeded role and created appropriate view all data security policy.   Do we need to create  data security policy for digital content access for Learn admin explicitly? 

Any body experienced similar issue during rel 12 upgrade? Appreciate help.
