Edit Learning Plan message from My Team

Which setting gives Supervisors permissions to edit learning plan messages when the LP is created from My Team?

I gave our supervisors permissions to add/create learning plans from My Team. However, they are unable to see the Messages tab. I've tried all of the messaging permissions and I still cant seem to be able to give them this tab. Can anyone send me a screen shot of the permission I need to set. Keep in mind this is for the Supervisor role - not individual user permissions.
