WOTC Tax Credit Screening - Vendor not receiving hire call

We are in the process of configuring tax credit screening (WOTC) in Recruiting using ADP as our vendor. We have enabled the passport service, had Oracle validate the backend URLs, and added the screening block to the application workflow. ADP has confirmed that they are receiving the initial screening call when the candidate completes the questionnaire on the job application, however they are not receiving the hire call when the candidate is moved to hired status in the CSW. Without the hire piece ADP can't move forward with validating our candidate screening data. Has anyone else encountered this issue? I
