TSS Landing Page Campaigns No Longer Available - Workaround Recommendations?

We would like to use the Referrals On-Demand functionality to promote specific landing pages, however the "Pages" functionality no longer works; we are only able to select jobs. We are looking for recommendations on different ways that other companies have satisfied this need.
