Is there functionality to force Agencies to answer set questions when they are referring candidates to a requisitions?

I understand there may be functionality to force Agencies to answer set questions when they are referring candidates to a requisitions? I am not sure if this is set on the Agency Career Section side or whether its somewhere else.

Any advice you can give would be great.
