Using OSN in Fusion Learning Management

Unable to access Social TileContent
Hello All,
In Fusion Learning Management, we have a social tile available for learning content like Courses, Specializations, Offerings etc. Administrator after creating respective learning item won't be able to access that Social tile as it is greyed out and we are unable to click on it.
From self-service, we are wandering to know where learners/employees can view and manage the social conversations. Is the "Chat" like icon in each of learning item useful for OSN from ESS.
Please advice. Attached is the document describing where we are facing the issue
