How to route an internal candidate application must be routed for review to the current manager

Our business process dictates an internal candidate application must be routed for review to that candidate's current manager in the organization for that manager to attest to the eligibility for internal transfer.   This must occur prior to routing to the hiring manager for consideration in the hire process.  The current manager of course is not an owner on the requisition.

Would like to hear ideas as to how this could be accomplished without  simply emailing the candidate record.  Would also appreciate ideas as to how we could capture the current manager's response (attestation of eligibility for internal transfer).
