Using survey responses to recommend training

Has anyone ever dabbled with creating an end user survey to suggest potential training options? I'd like to continue my organization's push into self-service by creating a "My Pathway" option. In my head the concept involves an end user taking a brief survey and the results being used to recommend one or more open enroll learning plans. The survey tool does not have to be Learn-based and I'm open to 3rd party recommendations such as Typeform or SurveyMonkey.
