Can Oracle Learn Cloud act as IDP for SSO?

I need to know if our LMS can act as the IDP for SSO to a content vendor we are currently using. We have employee data we would like to give access to the vendor so they can validate our employees and send to their training sites w/o the need to login. Is this possible?   Has anyone here used it in that manner?
