W-2 Employee reports produces no PDF output

When I run the "W-2 Employee Reports" flow in draft mode, the job completes successfully, the number of records indicated in the log is correct, but no PDF output is produced.  The YE archive has been run as well as the W-2 register, both successfully.  Has anyone run into this issue?  I have an open SR with Oracle but no answers yet.
