How to hide certain Actions in Person Managemet > Search Person page

Hi Experts,

I need to remove tasks 'Manage User Account‘ and ‘Manage Document Records’ in Person Management. I have removed duty roles in custom HR role:

-Manage Person Documentation

-Process Document of Records Expiry

-View Document of Record Expiry

-Manage User Account

-Manage User

-Edit User Name

-Link User Name to Person

-Use User Details Service

However, the two tasks still show. As a workaround, I hide them in task list in Person Management by page customization, but I haven't found a way to hide them in the Action list in Search Person page. 

Appreciate any suggestion on how to remove them by security way or page customization way.
