Is it possible to move existing UDFs to Submission fields?

So we have some UDF's currently on in Candidate Personal Information asking things like salary requirement, why would you be good for this job, etc that would work much better as a Submission level field rather than always being the same everytime the Candidate applied for a job.

Is it possible to move existing UDFs to be a Submission level field rather than a Candidate Personal Information kind of field that is whatever the last time you answered the question?
