Termination Report for Managers not reflecting all terminations

I have created a termination report for managers but when a manager views, it is not accurate.

The Termination Details Report was created for use in a Dashboard.  When testing the report to make sure it worked, I went in as a manager but only saw one termination reflected on the report.  When I view the same report filtered by that manager, I see two terminations.  I don't understand why one isn't showing up.

The filter on the report is termination effective date of 1/1/2018 and Action Name is not null and is not in the HR Department (this is to ensure our HR Business Partners don't see HR terminations).  I'm not sure what I'm missing.  I have attached a copy of the XML.
