I'm attempting to find a way for a department admin to assign WBT courses to users (I'm unaware of any way to directly 'assign' WBT courses to users ie: must be 'wrapped' in a container for delivery.)

I've created several test assignments and it was looking like it might be working.  The Online Help documentation says that users who had taken the assignment before would have to complete it again and that you cannot delete a user from an assignment after it's been submitted.  I am testing editing an assignment after a user has previously completed the assignment and giving them a new assignment that has the same WBT course linked.
