Please advise if the following can be achieved :

When recruiter raises a requisition they add attachments relevant to the position. Once a requisition is approved it is ready for posting. 

We have created  Sourcing Event Notification which triggers to internal hr recruitment mail box once the requisition is posted to the career sections.  The requirement is that the attachments on the requisition should be attached the sourcing event notification which is triggered to hr recruitment mail box.
