Creating levels of access to specific Requisition Templates

Currently our company uses a handful of standardized requisition templates that our HMs can select from when create a req. I would like to create a requisition template specific to one of our brands. Is there any way to limit access to this template from other users? Ideally, I’d like to tie the access to an Org or Location.

I’d appreciate any ideas, thanks!
