Cookie Kick Out

This is an intermittent issue, but a fairly regular one.

A person completes five or six online courses in a rather short period of time, say between 90-120 minutes, and after they complete the fifth or sixth course and while they are logged in (as best as I can tell) they get the error message shown in the image below:

When I look at the page "User Site Usage details"  I see:
