Page Templates not displaying correctly

I'm trying to create a page template for a new page.  I've linked to our CSS  file from the resource centre and used the html code that we use in the header section of the classic pages.  However, it is not displaying correctly.  The image that forms the horizontal menu bar is repeated multiple times and the text and links that should display on the bar have disappeared.  

What am I doing wrong?
