Curious to know how others are handling supplemental learning

We have a need to capture Supplemental Learning.   These are "self-reported" learning items that we need to capture.   We are going to use the Talent Profile to capture this information for Full Time Associates however, this does not seem to be the appropriate mechanism for contracted associates who just need to self report for Learning Items.   Is there anything on the roadmap to support self-reporting of  "Supplemental Learning"  and has anyone come up with a solution for this use case already?
