Goal report not working for managers

Created a Goal Details report. Admin can view. Manager gets an error.

I have created a Goal Details report using the "Workforce Goals - Goal Status Overview Real Time" subject area.  I gave read only permissions to Line Manager role.  When I run the report, I can see all of the results, but if a Manager runs the report, they get an error.  I have confirmed that these managers that have tested so far do have employees with goals.  I have attached the XML if someone has a chance to review and let me know what I may be doing wrong.
