Person Management - Security Related Question

Our requirement is to create a custom role that gives access to only person management. We tried creating a custom HCM - Job role and added Person Management duty role.. but it's not working. The user is not able to search for anyone. It seems there are other duties that need to be added for the user to search for employees. Data role is set up correctly as we tested it with another job role and it works fine. 

What are the duties necessary to ensure the user has access to Person Management and is able to search for workers?
