Do I need to terminate the work relationship or terminate the employee

Hi,

We have completed a global transfer from one office to another which has a different legal entity.  The new record is showing as the primary work relationship.  The old record is not showing as the primary work relationship.  I have tried to cancel this work relationship but it comes up with an error message saying that there should be at least one primary work relationship for a person which there is on the new record.  Should I therefore be terminating the employee to remove this record as showing as payroll eligible?
