Make field required by country?

Would like to add Nationality field to 2nd pass, but only have it required for certain countries

We would like to add the Nationality field to the 2nd pass form for ALL selected candidates, but make it required for just certain countries.   I know how you can contextualize a field to display it only for certain countries, but is there a way to make it required for certain countries and then not required for everyone else?   I'm not aware of a way to make this happen.
