OTBI report writing access model to users outside HRIS

Need a model to allow users outside of HRIS to write and save reports in BI Catalog

We implemented HCM Fusion this year and are looking for ideas as how to open OTBI report writing capabilities to users outside of HRIS. The users will include HR Business Partners and Line Managers. The tool they would be allowed to use is OTBI. Currently, our model is for HRIS to build reports and saved them in the Shared folders. We don't want to everyone to have access to save reports as it will clutter the folders with reports that end up not being used or are redundant. Can you shared your company's model?
