How can we changing TSS site to display in Vietnamese

Content

At the moment Vietnamese is not a supported locale for Taleo Social sourcing. My client is a Vietnamese entity and would like the career site using TSS to display in Vietnamese (both contents and labels). TSS site builder has not functionality to change label values.

What are the possible ways to implement this?  How can an enhancement request be initiated?
