Show Learning Icons from Structure - Not able to Unhide Learning under Me and My Team

We are trying to enable Learning icon to show up in both Me and My team navigation. When we go to structure and try to set the Show on Navigator the field is grayed out basically we cannot choose Yes or No or EL Expression. 

It is the same thing with the Leaning link which is under My Team as well. 

Not sure if we missed something here. We did check we had the offerings enabled and Subscriptions have already been enabled.
