Approval chain failure, was working before patch

I am trying to correct a historic assignment for employee 200004176 
I am applying a change to a record effective 18/04/17 where contract type was incorrect. 
When I click on Approvers to view the approval chain i get the following error: 
Error: 
Error occurred while displaying History tree table. Error in evaluating routing slip. Check the underlying exception and correct the error in the routing slip 
This issue affects all users including hcmuser. I have attcahed screenshots of the approval rule etc which seems sound.
