HDL Goal and GoalPlan upload

Trying to load an organizational goal and goal plan

We want to upload an organizational goal and the goal plan, but I am getting an error:

The values 2018-01-01,0000-Org Goal Test Plan-SMM,2018-12-31 are not valid for the attribute GoalPlanId.

Which is weird as GoalPlanId is not one of the attributes

I have a spreadsheet for Worker HDL with field information, I looked for a Goal one but could not find anything

Here is the Goal HDL, using the Goal.dat file
