What is the use of the request approval on Course Level

We created a course with 2 offerings. The default access on course level we modified to request so an approval flow is triggered. The offerings are without request. Our idea was the learner can request the course and once approved he/she can choose one offering. But this seems not to be working: each employee can bypass the 'course request' by selecting directly an offering.

When we also add a request at offering level each learner has to trigger the approval flow on both levels which is not wanted. Best solution for us is to put the request only on offering level and not on course level. the learner can register on the course and select an offer later or he can request an offer directly which triggers an approval flow.
