Employees with Work Numbers

Return report for all employees and just list work number

Trying to build a report that lists all employees and in the phone type column only return Work phones otherwise it should be blank.  If I build in the filter, any employees without work numbers are not listed and this is wrong.  I want them listed but to have a blank number for phone.
