After refreshing our DEV instance we were receiving this message when trying to enter in a garnishment

When trying to enter in a garnishment, we received an error message.  We just refreshed our DEV instance on Monday and noticed this today.  Our production instance DOES NOT display this error.  Has anyone else seen or ran into this?  Thx.
