Some business unit employee data missing while working on Organization Hierarchy in Analysis

My requirement is to count employees as per business unit name in analysis .If that business unit has sub business units ,we should get those employee data also. 
So i searched i got suggestion from the Oracle community to use Organization Hierarchy folder.So i used level 2 organization name as business unit and business unit column as sub business unit. 

But now the problem is i am missing data of business unit data. 

Example : India is division ,under India division two business units are energy and transport.under energy business unit water BU and thermal BU are SBUs.
