"I Decline" in Agency Portal

As per the Taleo Enterprise Edition (TEE) product design, "I Decline" button is hidden and not feasible to re-activate it in Agency Portal. Only as of now "I Accept" button is available.

Is anyone did get chance to add this "I Decline" button through branding file management in Agency Portal?
