Expected Behaviour and Triggers from the UI

Hi experts,

- I have an approval rule configured for "manage employment"

- When I select the action of "add assignment" on the manage employment page, no rule is triggered.  - When I configured a "new assignment" rule and a rule is triggered

Q1- Is this the expected behaviour that Manage Employment rule does not apply for Add Assignment action and the New Assignment rule must be configured explicitly?

- When I select the "change assignment" action on the manage employment page, the manage employment rule is triggered and even overrides a rule configured for "Change Assignment"
