Error when updating Address PER-1531698

Hello,

I have an employee who started on May 2018, and we are trying to update his Home Address effective as of December 14, 2018. When updating the address we receive the following error message:

The Object Person address cannot start before the person start date. (PER-1531698)

To me this error means that my Effective Date cannot be before employee's Start Date, but December 14, 2018 is not before May 2018. Am I missing something? Did anyone else encounter this error message before?

I have checked employee's history, and I do not see any other Home Addresses in the system for him.
