Taleo available to All Employees

We have discovered that Taleo has been disabled from the application so users are no longer able to access through the Taleo icon. 

I found that under Structures - Hiring - Taleo the icons had been disabled. I set them both to Yes so that the icon will be displayed. This worked. 
However, we only wish for the Taleo icon to appear for some users, and where the user does not have the Power Recruiter Role, the icon should not appear. 
Basically after we have re-enabled it it is appearing for all Employees. 

Before I remember removing some Taleo security from the custom role, but am unable to find any priviledges for 'Taleo' when I do a search.
