Using Action Design Studio to design a new Promotion flow

I am designing a new flow for the quick action Promote in 18C, using Action Design Studio in HCM Page Configurator.

I have created the header for the flow, specifying the Legal Employer, Action (Promote) and applicable Roles.

When I go into the flow, I have specified the regions to show and hide and which attributes to make visible.

Usage:

I then click on the Promote quick action and am taken to my list of direct reports.  Choosing one of these takes me to the page where you say which regions you want to include in this flow.  I know that this is using my flow, as the seeded flow shows all the regions, whereas my flow shows only the Change Salary region and this is what I am seeing.
