Connect Query Tool to Oracle Cloud

New to reporting in the Cloud and am interested in finding more efficient ways to view the contents of our tables.

We are in the process of transitioning our data from EBS to the Cloud. In our reporting division we have been trained to use SQL Developer to write our queries so that we can access the various tables and pull our desired columns accordingly. I have yet to find a way to connect SQL Developer to the cloud, and was wondering if anybody has found a way to do so, or if anyone has a different query tool that they have been able to connect to the cloud?
