Unable to Edit bank account number - vice versa

Summary

We are unable to edit the existing bank account details but when we tried in other POD, bank account number is a editable field. Would like to know how can this be achieved? Is it a personalization?

In the edit bank account page, how can we make the account number field either editable or non-editable? In one environment it is editable even though it is masked but in other environment it is non-editable Any config or personalization? If personalization how can I select the particular page and edit page? Screenshot attached for reference. Thanks
