Person's Manager is not secured by Person Security Profile?

We have a Person Security Profile defined with AOR for a custom HR role. It's working well when we search Person with this custom HR role (only people within the HR's AOR can be found). However, when we change the person's manager, or assign the person's directs to another manager, the person security profile doesn't work - we can find all persons for the field Manager.

Did anybody see this before? It's an issue to us. Just curious if it's designed like this for some reason?
