Restrict values as per the Tags in common lookups

Steps to replicate the issue:

1.Create a common lookup and put tags against values e.g. +FR, +US etc.
2.Create a value set based on the above lookup. In value set definition use the table name as 'HR_LOOKUPS'
3.Attach the value set to DFF segment and compile.
4. Navigate to person management screen, search for US employee and then navigate to page having above DFF.

Issue : It doesn't display the value which was marked as +US.  Only values that have no tags ( Global)  are visible. 

Please see the attached document. Is there something we are missing out in the setup or is there any other way to restrict the tagged values.
