How to add a popup using Checklist templates?

We are on 19A and trying to render a PDF in popup using Manage Checklist Template for an Onboarding task.

We do see a bunch of options while adding a link to target. None of the options appear to be working. Link always opens up in same page (if it is web page) and downloads (if it is pdf). It also looks like, this editor is not liking any script tags, so we can't use "Embed" tag or similar to render PDF, instead of download.

Are we missing anything? Any thoughts?
