Frequent issue with active jobs showing as "Job not available" when candidate applies

We have a frequent and recurring issue with candidates applying to active jobs and then receiving a "job not available" note. The jobs are active, and OCS so far has said it's an iOS issue, which doesn't make sense because it's happening when candidates are applying through a PC. We've also been told it's an upgrade issue, and that our recruiters need to un-post and repost the jobs to fix it. While we test for the 19A upgrade, does anyone have other suggestions? Un-posting and reposting is not efficient when we have so many open requisitions, and the job synch already runs hourly.
